ORDINANCE NO. 941

AN ORDINANCE ADOPTING A RESOLUTION SO AS TO BE IN COMPLIANCE WITH HB 322, THE CITY OF RICH HILL HEREBY ESTABLISHES THE FOLLOWING PROCEDURES AND POLICIES WHICH WILL BE FOLLOWED IN THE SELECTION OF CONSULTING ENGINEERS, LAND SURVEYORS, ARCHITIECTS AND PLANNERS.

PROCEDURES-In soliciting proposals, the following procedures will be pursued.

1. The city will advertise for proposals through a widely circulated county newspaper.
2. The city will invite proposals from known interested, qualified persons or firms.
3. The city will advertise through appropriate trade journals, as the city deems necessary.
4. The city will not exclude persons or firms because of race, creed, color or sex.

POLICIES-In selecting a person or firm as a consultant for professional services, as minimum the following policies will be utilized and will contribute heavily in making the decision.

1. The person or firms’ proximity to and familiarity with the city will be considered.
2. To facilitate expedition, the city will consider the consultants cost estimate for professional services at the time of reviewing the proposals.
3. Due consideration of qualified minority and/or females owned enterprise will be given each applicant.
4. The past record of performance of the firm and/or its personnel will be evaluated and considered.
5. In the opinion of the city-the capability of the firm and/or person to accomplish the desired end result will be considered.
6. A person or firm working for the city on or before the passage, into law, of Missouri HB 322 may be offered and/or authorized a contract, by the city for the performance of complementary work and/or work of the same nature as authorized under a preceding contract and/or agreement.

This resolution approved by a vote of the city council and passed on this 20^th day of June 1985.
